Dr. Carina Bugeja Testa graduated Doctor of Laws in 2013, with a recommendation-based dissertation entitled ‘Child abuse allegations in child custody disputes: A civil procedure approach’, and obtained her professional warrant in 2014.

Carina joined the Office of the State Advocate in 2021, where she practises Constitutional and Civil law and is mainly responsible for Constitutional cases relating to criminal proceedings. Carina also assists parties before the recently created Civil Court (Asset Recovery Section), and provides legal advice to and represents Government departments and entities before the Courts.

Carina previously worked in the private sector, practising primarily in litigation in the fields of Civil law, Employment and Industrial Legislation, Environment and Planning Legislation and debt collection, and subsequently served as a Court Attorney.
