Dr Andria Buhagiar was appointed Deputy State Advocate on 8 January 2020, having previously held the post of Senior lawyer within the Office of the Attorney General. She has extensive experience within the field of European Union law and, as Agent for Malta before the Court of Justice of the European Union, has represented Government in numerous proceedings before said Court and in various EU and international fora.

Andria advises Government and public bodies on all aspects of Malta’s obligations at EU law, , including the transposition and implementation of EU Directives and Regulations, and has been involved in a vast number of legal drafting projects. She is moreover a member of the Committee for Advocates and Legal Procurators, which is tasked with assessing the fitness and properness of applicants for an advocate’s or a legal procurator’s warrant and with investigating and penalising potential misconduct by advocates and legal procurators.

Andria holds a Doctorate in law (LL.D.) and a Magister Juris (M. Jur.) in EU and Comparative law from the University of Malta. She previously held the post of legal officer at the Office for Fair Competition within the former Consumer and Competition Division and has lectured at the University of Malta and supervised theses on various aspects of EU Law.
