Dr. Charlene Muscat graduated Doctor of Laws in 2014 after successfully defending her thesis entitled ‘The Nature of the Liability of the Hotelkeeper for the Property of the Guest in Malta and other European States’. 

In 2015 she obtained her professional warrant and joined Identity Malta Agency, where she headed the Citizenship Unit.  In 2017 she joined the Lands Authority as Chief Audit Officer.

Since joining the Office of the State Advocate in 2021 Charlene mainly practices Civil, Constitutional and Administrative law, specifically with regard to environmental, Public Registry and Land Registry matters, and has spearheaded important legislative amendments in these fields. She also assists Identity Malta in relation to Family Reunification Immigration Appeals.
