Dr. Julian Farrugia graduated Doctor of Laws in 2015 and obtained his professional warrant in 2016. Whilst working in the private sector, Julian practised primarily in litigation, particularly in the fields of criminal, family and civil law.

After joining the Office of the State Advocate in 2021, Julian focuses on civil, administrative and human rights matters, where he employs his previous experience in the criminal law field to plead human rights cases with a criminal law element.

Julian assists several Ministries and affiliated departments, particularly in the fields of education, inclusion and consumer rights, and advises the Asset Recovery Bureau as well as serving as the contact point for matters concerning the Hague Conference on Private International Law (HCCH).
